Overview - The Procedures

The JARL Foundation is an endowment to meet the needs of students across the state. It projects securing the funding of more than $65 million (in private and public funding) in the first three years of its scholarship operation.

Specifically, the Foundation is designed to:

  • Select from the broadest possible pool of area applicants;
  • Allow recipients the opportunity to attend an accredited post secondary academic and vocational institutions with-in the state of Ohio;
  • Recognize academic potential;
  • Considers financial need;
  • Require that scholarship recipients work within the state of Ohio in their field of study for a term of four years upon receiving their Associate Degree or Certificate.
  • Follow policies and procedures common to all Foundation scholarships.

To be considered, applicant must:

  • Be an Ohio resident
  • Indicate relative financial need
  • Make their funding request in writing
  • Provide biographical record and supporting material
  • Have obtained or will obtain a high school diploma or GED
  • Submit a personal essay and the conclusions to enable the selection committee which might lead to a personal interview to allow deeper insight into the individual’s motivation, character, ability and potential
  • Submit least one letter of recommendation from an instructor, teacher or administrator from the High School or business leader of your community
  • Submit grade transcripts, and special awards
  • Provide applicant's name, home address, telephone number, institution that the students will attend, institutional address to which scholarship checks should be sent, and tuition amount for the first and second year of study.
  • The scholarship recipients will be selected by an external, independent committee managed by the JARL Foundation.
  • An independent auditor, accounting firm and investment management firm are employed by the JARL Foundation.
  • The Foundation shall have ultimate approval authority over all application forms used by Scholarship Funds established at the Foundation, in order to ensure consistency and continuity in administration of scholarship awards.

Upon graduating:

  • Recipients will be required to work within their field of study within the state of Ohio for a period of not less than four (4) years. Those who do not meet this criteria will be subject to repayment of part or all of the scholarship funds. More can be found within the "Diploma to Work" section.

Certain scenarios will require the repayment of the scholarship. These scenarios include:

  • Failing to abide by the "Diploma to Work" requirements.
  • Leave the state for work, inside or outside the recipient's field of study.
  • Withdrawing or transferring from the college without providing written notice to the Foundation and obtaining a written deferment from the Foundation which will allow them to return within one year.
  • Failure to maintain a minimum grade of C+. Recipients who fall into this category will be subject to Foundation review for consideration of scholarship repayment in part or whole.
  • The remittance of scholarship funding will be applied to future awards to enable more Ohioans to benefit.

An independent auditor, accounting firm and investment management firm are retained by the JARL Foundation to ensure that the fund remains solvent and able to serve Ohioans for decades to come. In this manner, the fund will maintain a specific financial balance and expend the proceeds from tightly monitored, secure interest and sound investment for the scholarships.

The Foundation is scheduled to begin awarding scholarships to Ohio students in 2008. Scholarships will be paid directly to the Community or Technical College. .
